I would. Its a real pain in the butt to pull those rings off again and have to retorque them again. Its easy insurance. You might have to do it after the tire is on as I think mounting the tire would clean off anything there.
One thing that will help prevent pinhole leaks at the weld connections or where you bring one stitch to the next is to grind the end of the weld down. This way the welds seem to flow together nicer.
