So after taking Rick's advice with the timing and rejetting the rig to 53's from 56's I took it back to the emissions test place and..

passed (kinda surprising how quick the test goes when it passes 1st run through and doesn't have to do the '2nd chance retest')

at 2500rpm - avg'd 2433rpm
o2 tested at 1.6
CO(%) standard 5.0 tested at .22
HC(PPM) standard 900 tested at 62
Dilution CO+CO2(%) Tested at 13.99

at idle - avg'd 814rpm
o2 tested at .4
CO(%) standard 5.0 tested at 3.37
HC(PPM) standard 900 tested at 297
Dilution CO+CO2(%) Tested at 16.07

So it looks like i need to lean out the Idle air/fuel mixture just a touch, but I am damn happy I passed and don't have to 'scheme' to get it legal.

Thank you Rick for your suggestions.
